Happy to weigh in since I went through almost exactly this situation: I've gone through most of the main ones — Tinder, Bumble, Hinge, OkCupid, Plenty of Fish, Facebook Dating — and they all have actual free tiers, but usability varies wildly. I tried Flamedate after seeing it mentioned a few times and it held up better than most.
